The Commissioner General, Sam Koim, has called on the media to change the way they discuss taxpayer-funded expenses. He made this statement during a PNG National Press Club event organized by the Media Council of Papua New Guinea. CG Koim acknowledged that taxes are not a popular topic but stressed their importance in funding public services, infrastructure, and public servant salaries. He noted that discussions about public spending often overlook the phrase "taxpayer funds." CG Koim highlighted the need for the government, through the tax administration (IRC), to collect a significant portion of the country's economic growth for redistribution through the budgetary process. He informed the media about the efforts made to enhance IRC's capacity since assuming office. CG Koim recognized the challenges faced by the IRC in tax collection, such as tax evasion, unmonitored tax incentives, inefficiencies, and low productivity. He shared the interventions introduced to address these issues, including monitoring systems, simplified tax laws, digital transformation, and anti-corruption measures. Looking ahead, CG Koim outlined the IRC's vision of establishing a modern and efficient tax administration. He expressed optimism about the progress made and emphasized the importance of improving tax collection mechanisms. He also mentioned the possibility of proposing tax rate reductions in Salaries and Wages Taxes, and Corporate Income Tax, provided that compliance improves, and revenue impacts are positive. CG Koim admitted that the quality of taxpayer-funded expenditure remains a significant challenge. While IRC is not responsible for spending the funds, he emphasized the importance of taxpayers seeing the value of their taxes. He urged for prudent spending and stated that "every kina saved is a kina earned." In conclusion, CG Koim urged the media to focus on the concept of "taxpayer funds" in their news stories.
